It’s symbolic of how shitty Theon is in general, and specifically how he fails at being Lord of Winterfell (as you immediately thought of the comparison to Ned).
Why? Plants are living things too. We all have the 8 characteristics of life. I find it a bit more ethical to eat a cow rather than pull a living carrot out of the ground and boil it while it was still alive.
